Job Description

The Procurement Agent will procure goods and services for all agencies at post, perform contract administration on formal contracts and purchase orders, conduct vendor negotiations, and maintain comprehensive filing systems while reporting directly to the procurement supervisor within the organisation’s General Services Office.

The General Services Office seeks qualified procurement professionals to manage contracting activities for all agencies at post while ensuring compliance with Federal Acquisition Regulations and Department of State standards.

Key Responsibilities

  • Review procurement requests to determine type of action and necessary sourcing methods
  • Obtain specifications, determine probable costs, and identify fiscal accounts for charges
  • Request bids and quotes, analyze responses with supervisor, and prepare recommendations for contracting officer
  • Conduct site visits to local vendors to assess capability and negotiate prices
  • Draft contracts, purchase orders, blanket purchase agreements, and solicitation documents
  • Ensure compliance with FAR, DOSAR, FAM, and GA boilerplate documents
  • Maintain effective electronic file management system for all contracting actions and modifications
  • Conduct weekly follow-up with Budget and Finance office to ensure timely funding and payment per Prompt Payment Act
  • Review vendor invoices against funded amounts to ensure accuracy
  • Conduct quarterly market research and update contractor database with performance reports
  • Develop and maintain market data relative to contractors and pricing customs
  • Prepare ratification action requests for unauthorized commitments
  • Review Contracting Officer Representative files for compliance with established standards

Required Skills

  • At least two years of college studies in Business Administration, Management, Mathematics, Purchasing & Supply, or related field
  • Minimum of three years progressively responsible procurement-related experience
  • Fluent in speaking, reading, and writing English
  • Good working knowledge of procurement and contracting regulations, instructions, procedures, and practices
  • Ability to learn local market practices, contractor capabilities, and pricing customs
  • Proficiency in Microsoft Word and Excel spreadsheets
  • Must be able to obtain and hold a Public Trust clearance
  • Subject to background investigation and possible pre-employment medical exam
  • Must be able to begin work within six weeks of receiving agency authorization
