Job Description

The Programme Analyst will play a central role in coordinating, analyzing, and advising on programme activities, ensuring alignment with the strategic priorities of the federal government, the South-East Development Commission (SEDC), the North-West Development Commission (NWDC), and the Anambra State Government.

Key Responsibilities

Under the direct supervision of the Conflict & Political Economy Specialist, the Programme Analyst will:

Ensure Programme Coordination and Liaison

  • Serve as the principal liaison between UNDP, Anambra State Government, and the SEDC.
  • Facilitate regular communication and alignment of development priorities between both entities.
  • Coordinate the planning, execution, and monitoring of joint development programmes and initiatives.
  • Coordinate partnerships between the South-East region and other regions, including the Northwest.

Provision of Policy and Technical Analysis

  • Conduct research and policy analysis on regional development trends, sectoral performance, and investment opportunities.
  • Prepare briefs, reports, and strategic inputs to inform decision-making.
  • Support the development of state-specific frameworks aligned with regional and national development priorities.

Stakeholder Engagement

  • Engage with ministries, departments, and agencies (MDAs), civil society, private sector actors, and development partners.
  • Organize and facilitate stakeholder engagements and joint review missions.

Monitoring, Evaluation, and Reporting

  • Identify bottlenecks in project delivery and propose actionable solutions.
  • Support the establishment and use of M&E frameworks for state-aligned development programmes.
  • Track project milestones and performance indicators.

Facilitate Capacity Building and Knowledge Sharing

  • Provide technical support and capacity building for state-level programme staff and local government officials.
  • Document and disseminate lessons learned and best practices from ongoing development interventions.

Required Skills

Education:

  • Advanced University Degree (master’s degree or equivalent) in International Development/Relations, Economics, Business Management, Political Science, or other relevant fields.
  • A first-level university degree (bachelor’s degree) in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in development planning, programme coordination, or public sector engagement.
  • Experience working with or within government institutions or regional development agencies is highly desirable.
  • Familiarity with Nigeria’s national and regional development frameworks, especially as they relate to the South-East region.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages; experience handling web-based management systems and ERP financials (preferably Quantum/ATLAS).
  • Experience and knowledge of UN/UNDP Financial Resource Management.
  • Experience and working knowledge of UN principles, SDGs, and international development in Africa is an asset.
  • Proven ability to manage complex stakeholder relationships.
  • Proficiency in data analysis, reporting, and project management tools.

Language:

  • Fluency in English is required.
  • Working knowledge of Igbo is a strong asset.
